Paul on the Issues
Budget
I plan to work with fellow board members and administrators in developing a viable budget which assures that the south county receives its fair share of revenues. I would like to see that tax dollars are distributed equally throughout the entire county.
Gangs
Gang activity is seldom restricted to a single area. It is almost always a regional problem. In the south county it needs to be combated jointly by the San Luis Obispo and Santa Barbara County Sheriff's Departments, and the Santa Maria and Guadalupe Police Departments. Moreover, to further address the issue of gangs, I will be a strong advocate for the establishment of a Sheriff's Substation in Nipomo, and additional after school youth centers.
Jobs
I would like to see the county assist in the expansion of vocational/technical training. This can be done by securing grants, and by working with the local community colleges and universities in helping them to expand their vocational/technical programs. I would also like to see the county facilitate in the exploration of vocational/technical joint ventures between academia and industry.
Traffic Congestion
In order to help alleviate traffic congestion in the district's unincorporated areas I will be a strong advocate for an increase in county personnel who specialize in rural/town planning.
Dunes
The most recent environmental concerns that resulted from a preliminary APCD study need to be expanded. Specifically, a second study is needed and should be run over a longer period of time (at least a year) with more sensors, operating 24/7. If this second study with more sound methodologies clearly confirms that there is air pollution coming from the dunes as a result of off road vehicle use then the county supervisors in conjunction with state parks will need to design a plan that weighs safety and economic concerns for the communities surrounding the dunes.
Water
With limited water supplies and ever increasing water rates a new and greener approach to our immediate water problems is necessary; reduce, reuse and recycle. In terms of a long-term solution, our district like many communities across California would be wise to explore the establishment of a desalination plant.
